论中国的能源安全战略

摘　要

 分析了目前中国能源形势及面临的挑战；提出了立足国内是解决能源安全问题的基本思路；并认为通过和平与合作途径，建立稳定可靠的国外能源供应体系，是解决中国能源供应不足的另一战略措施；最后阐述了新的能源安全观。

Discussion about the Strategy of China's Energy Safety

[Abstract] The article analyses the current situation of China's energy as well as the challenges facing its energy problem.The article poits out that a basic way of thinking as a solution to energy safety is to be based upon domestic resources.One more strategic meature to deal with China's energy shortage is to establish a stable and reliable system of foreign energy supply by the way of peace and cooperation.Finally, the article expouds on the new energy safety viewpoit.

作者简介：夏义善，研究员，中国能源战略研究中心主任。毕业于新疆大学俄文系，1960年调入外交部，先后在苏联东欧司和中苏边界谈判办公室工作，1979年调至中国国际问题研究所，任综合室主任、俄罗斯中亚东欧研究室负责人。曾作为中国裁军代表团的副代表参加日内瓦裁军谈判。中国社科院和吉林大学等多所研究机构和大学兼职研究员和教授。完成和正在进行多个国家级科研项目。享受政府“有突出贡献的”专家特殊津贴。
